Answer To Worker Shortage

Bill Gates recently visited Capital Hill to express his desire for changes in the H1-B visa policy. He wants no annual cap.
My problem with the limitlessness is that it does not address the facts that US Citizens are not able to sustain themselves due to unemployment and underemployment status.
I propose that for every Guest Worker here doing a job that has a FUTURE, there is a US citizen being sponsored by the hiring employer to gain the skills needed to do the job. Once the US citizen is equipped with the skills necessary, the Guest Worker returns to their country of origin.

This way, the Temporary Guest Worker is truly Temporary. And the US Citizen is given the opportunities to land a job that will provide a decent wage that will allow them to be self sufficient and a contribitor to society.
